Rhode Island Law 31-15-4 states:

“The driver of a vehicle overtaking another vehicle proceeding in the same direction shall give a timely, audible signal and shall pass to the left at a safe distance and shall not again drive to the right side of the roadway until safely clear of the overtaken vehicle.  Except when overtaking and passing on the right is permitted, the driver of the front vehicle on the audible signal of the overtaking vehicle shall give way to the right, and shall not increase speed until completely passed by the overtaking vehicle.”

This all makes sense, except for the “timely, audible signal.” Do you ever honk at someone as you pass them on the left? What other audible signal can you make? Shout out your window? Install something on your car that sounds like it is clearing its throat? Honestly, Rhode Island. What do you want from us?

You know me. I had to Google.  You can purchase (yes, purchase!) audible signaling devices for marine and land use.  Bells, buzzers, horns, howlers, klaxtons, sirens, and speakers.  So, does that mean you can use these things for your “timely, audible signal” when you pass someone?

“Arrest that elephant!”

We all know that if you take your dog for a walk in most places, they need to be on a leash, fair enough. In San Francisco, however, those laws look like little panzy girls. Evidentely, you can not walk your elephant down Market Street in San Fran unless they are on a leash.

This could be because they have parades there often or something like that but it’s I think it’s a little ridiculous to expect someone to have any semblence of control over a elephant with just a leash. Really, it must be pretty hard to enforce such a law. It’s not as if a police officer is going to come up to the elephant and handcuff him. “That’s is, Dumbo, we’re going downtown. Now get in the Crown Vic.”

Does this law only apply to Market Street, meaning that you can take your elephant other places without a leash? Whatever the case, the fact that this law even has to exist is unorthodox enough to be considered stupid.
